- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-1929. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. This is 100% set-aside for small business. Size standard is 1,000 employees. NUWC Division Newport intends to purchase the following items: Quantity 10 RAVE-M230N-HLS-1 rugged notebook computers. Required delivery is 45 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Rave Computer Association, 36960 Metro Court, Sterling Heights, MI 48312. They are the only known source for these items because they are the only known vendor whose n! otebook met all of the following specifications: Intel Based Processor, MIL-STD 810F Compliance, MIL-STD 610E Compliance, 1280x1024 Resolution, 2GB Memory, Full Magnesium Alloy Case, Shock-mounted Removable HDD, Vibration and Drop-Shock Resistant, Sealed Ports/Connectors, Second Serial Port, One 10/100/1000 MBit Ethernet Port, DVD/CD RW, NVidia Video Chipset w/256MB Memory (not shared with system memory). All other timely offers will be considered and must provide documentation that all specifications are met or exceeded. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
