Solicitation #ADF-09-R-071 - Heavy-Duty 4-Wheel Drive Vehicle for ADF/Niger Partner DESCRIPTION : This is a combined synopsis/proposal for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation shall not be issued. Solicitation number ADF-09-R-071 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The North American Industry Classification System (NAICS) code is: 441110 and the size standard is $24.5M The African Development Foundation (ADF) a U.S. Government Corporation fostering grassroots participation development in Africa has an immediate need to purchase 1 (one) new heavy-duty 4-wheel drive vehicle that has demonstrated ability to handle the rough terrain and tropical climates as are found in Africa. VEHICLE REQUIREMENTS : Left-Hand Drive • 4-Wheel Drive • Minimum 6-Cylinder Diesel Engine • Heavy-Duty Suspension • Heavy-Duty Cooling System • Driver and Front Passenger Airbags • Anti-lock Brakes • Minimum 5-Passenger Seating • Seatbelts for all Seating • Double Fuel Tank • Side Steps/Running Boards • Air Conditioning (Dual Air Conditioning Preferred) • Power Steering • Bull Bar • Skid Plate • Front Windshield Wipers • Tow Hook • One (1) Spare Wheel with Tire • Four (4) Spare Tires • One (1) Set Tool Kit (include spanners of all sizes and tools to change tires) • Fire Extinguisher • First Aid Kit. Vehicle should be grey or dark-colored (not white). Specify color in proposal. EXTRA ITEMS REQUIRED, IF AVAILABLE : Power Windows • Power Door Locks • Rear Windshield Wipers • Windows with Reflective Tinting • Rear Window with Extra Heat Reflective/Dark Tint • Cloth Seats • AM/FM/SW Radio with CD Player - All requested, if available. Payment shall be made within 30 calendar days after delivery and acceptance of the vehicle at the required destination. EVALUATION AND AWARD : ADF will review options in proposal based on need and cost to determine which options, if any, will be selected. The delivery Point is Niamey, Niger. The delivery must be completed no later than 45 days from date of award although earlier delivery will favorably affect the Offeror's evaluation. Price must include all shipping, insurance and preparation charges to delivery point. • Offeror must provide proof of availability of the following • Maintenance and repair service in Niger to include the vendor's name, address, and telephone number. • Include any and all applicable warranties. The quote should include the price delivering the vehicle with all options assembled prior to ADF acceptance. The Government intends to make an award without discussions, but reserves the right to engage in discussions. SOLICITATION RESPONSE FORMAT : The Offeror assumes full responsibility for ensuring offers are received at the place as delineated herein and by the date and time identified above. a) The quotation shall be in English. b) It shall be clearly marked with the solicitation number ADF-09-HC-071. c) Proposals are to be submitted either in a closed and sealed envelope (if delivered via third-party carrier or hand; or, by e-mail to ckurant@usadf.gov no later than 3:00PM Eastern Standard Time on March 5, 2009. d) Quotations must be in US dollars. e) Only quotes meeting or exceeding the specification and optional items listed herein shall be considered by the Government. If the vehicle quoted by an Offeror does not include all of the options, requested notice of the deviations must be prominently specified in the quote. f) Offerors shall complete the Offeror Representations and Certifications Commercial items form found at FAR 52.213-3 and return it with its quote.
