Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development, and Engineering Command intends to award on a non-competitive basis to Quantum3D Inc., 6330 San Ignacio BLVD, San Jose CA, 95119, a commercial contract for the purchase of five (5), Part# 1090-3500-05 Thermite TVC 2.0 MDL 3500 computers This acquisition will be procured in accordance FAR Part 12 in conjunction with FAR Part 13, Subpart 13.5 (Test Program for Certain Commercial Items). AATD on a non-competitive basis is procuring Thermite Computers for use in conjunction with the VUIT-2 System on the Kiowa Warrior OH-58D. The Thermite, TVC-2.0 Model 3500 computer is a critical component of the Kiowa VUIT-2 system, and is the only compatible system that has been tested and validated with the VUIT-2 electronics suite and currently substantiated with an air worthiness release for use in the VUIT System on the AH64D aircraft. Quantum3D's Thermite TVC 2.0 MDL 3500 computers compatibility with the existing electronics package makes them the only viable source capable of providing the computers necessary within the agressive schedule and without significant duplication of cost. Procurement of these components on an other than a sole-source basis will jeopardize critical deployment schedules, and further degrade force protection and readiness multiplying already serious risks of personnel casualties and loss or damage to aviation assets. The North American Industry Classification System (NAICS) is 334111. While the Government does not anticipate competition, any responsible source may submit a proposal that will be considered. Proposals submitted in response to this notice are due no later than February 13, 2009, 1:00 p.m. EST.
