- The U.S. Postal Service is seeking Architect/Engineering Firms for an Indefinite Quantity Contract (IQC) for Site/Building Surveys, Preparation of Drawings, Specifications and Cost Estimate Services during Solicitation and Construction Support Services for Competitive Procurement of Construction Work for New and Repair & Alterations (R&A) Projects in the New York Metro Area: (New Jersey Counties: Bergen, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Warren and Union); (New York Counties: Bronx, Brooklyn, Dutchess, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Staten Island, Suffolk, Sullivan, Ulster and Westchester). A/E firms must have local offices in the performance area. Contracts will be subject to negotiation of individual work orders, and will not exceed $250,000 for each work order. The yearly maximum shall not exceed the total contract maximum which is $5,000,000. The contract will be for an initial two years with three one-year renewal options, not to exceed five (5) years. There is no guaranteed minimum. The USPS reserves the right to select more than one firm. Firms, which possess the qualifications to perform the services described, are invited to submit a completed Standard Form 330 Architect-Engineer Qualifications no later than Monday, March 23, 2009 at 3:30 PM to: USPS – New York Facilities Service Office, Attn: Lori E. Savage, 2 Hudson Place (5th floor), Hoboken, NJ 07030-5502. Selection criteria will be conducted by utilizing Standard Form 330, Architect-Engineer Qualifications (may be uploaded from this site), Part I: Qualifications for a specific contract and Part II: General qualifications of a firm or a specific branch office of a firm. A separate Part II for each member of a JV Team, each branch office and each consultant that has a key role on the team must be provided. Contrary to the general instructions, this office does not maintain a file of Part II due to space limitations. In Part I, you must limit the number of projects listed to ten (10) projects only. Three (3) copies of your qualifications must be submitted. Packages should be bound via GBC, tabbed, spiral and/or stapled. Please do not submit in hard cover notebooks. STANDARD FORM 330 REPLACED SF254 & SF255. A/E firms must be an architecturally-licensed oriented firm, fully CAD/D capable in order to use U.S. Postal Service Building Design Standards on CD on Auto/Cad files, with in-house licensed Mechanical, Electrical, Structural and Civil Engineers capabilities or consultants with those disciplines. There is no restriction on the geographic location of consultants. The contract contains a requirement for evidence of current errors and omissions insurance. It is prohibited to pay any fee, commission, percentage or brokerage fee to any person or firm contingent upon, or resulting from award of a contract. No other general notification of this project will be made. Submissions will not be retained or returned. Interested parties are encouraged to submit their packages via U.S. Postal Service mail, Express Mail or Priority Mail.
