- The U.S. Department of Homeland Security (DHS) Office of Procurement Operations, on behalf of Domestic Nuclear Detection Office (DNDO), Chief of Staff, intends to enter into a sole source contract in accordance with FAR Part 6.303. This notice is not a Request for Proposal, nor does it represent a commitment by the Department of Homeland Security to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. Federal Business Opportunities numbered Note 22 applies with the exception of the 45 day response time. DHS intends to enter into a sole source contract for continuation of the Archive and Retrieval Management System (ARMS) project to perform independent validation and verification, storage, maintenance, collection, and distribution of data collected from DNDO vendors and DOE labs into ARMS. This “Notice of Intent” is not a request for competitive proposals. A determination to compete this solicitation will be based upon responses to this notice, and is at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice will be considered if received via email by david.zhang@dhs.gov no later than the response date and time specified in this notice.
