***THIS NOTICE IS BEING POSTED AS A COMBINED SYNOPSIS/SOLICITATION IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.203(2)*** The General Services Administration (GSA) has a requirement for a series of on-line market research surveys. The requirement will be a 100 percent set aside for small business concerns. The NAICS code for the requirement is 541910 with a size standard of 7.0 million dollars. Competition for this requirement is hereby limited to those firms that meet this restriction. Synopsis of Requirement: The Scope of Work of the solicitation is hereby provided verbatim: quote, the contractor shall provide online market research survey services so that the government can receive feedback on public and citizen attitudes, opinions, preferences, and service expectations regarding government programs and services. The survey services will include assistance with development of questions, dissemination of online surveys, analysis of survey response and reports that provide detail explanation of the results. The Contractor shall provide all information technology infrastructure necessary to conduct the surveys and analyze the resulting data. In order to ensure statistically valid sampling from those segments of population that are not connected to the internet, the contractor shall provide alternative means of collecting surveys via telephone, provision of computer to households or other means. While GSA will be surveying citizens on a variety of topics and issues that will affect all government agencies it is anticipated that other Federal agencies will utilize the contract as well. However, all task orders will be placed directly by GSA. The Government may require demographic weighting different from that specified under task 5.1 based on survey needs. In such a case, task order pricing and technical proposals would be negotiated on an ad-hoc basis, end quote. The list of objectives of the solicitation is hereby provided verbatim: quote, the objective of this requirement is to provide for a series of online market research surveys that: (i) understand citizen communication channel preferences and service level expectations for receiving information and services from the government; (ii) determine attitudes regarding trust in government, privacy and security of citizen information, and other relevant policy and program information that will enhance customer service e.g., do citizens really want to use Facebook and/or YouTube to get government information? Do citizens expect the government to use Facebook and/or YouTube to disseminate information?; (iii) Improve the service that the federal government provides to citizens online and through other service delivery channels such as phone, email, print, and emerging technologies; (iv) reduce costs and duplication of efforts by consolidating the collection of citizen research across government; (v) bring additional awareness throughout the federal community regarding the importance of customer service. (vi) Improve public opinion on government’s responsiveness to citizen needs; and (vii) enhance awareness of government services and programs. This solicitation will result in the award of a single indefinite-delivery, indefinite-quantity (IDIQ) contract. he Government will guarantee that each awardee will receive a minimum order amount of $60,000.00 in aggregate task orders. The maximum value of all task orders placed shall not exceed $2,500,000.00. Award(s) will be made to the responsive, responsible offeror whose proposal provides the best-value solution to the Government. The Government will combine the results of the technical evaluation for each offerors proposal with the results of the corresponding price evaluation to identify offer that provides the Government with the best-value solution. The resultant contract will have a base period of one year, with four (4), one-year option periods. Procedure for submitting questions: Interested parties should submit a complete list of questions concerning this solicitation to the Contracting Officer, via e-mail, no later than 4:00 p.m. (EST) on Friday, February 13, 2009. The e-mail address to use is: bob.corey@gsa.gov. All questions will be analyzed and the appropriate answers will be prepared. Once this process is complete, an amendment to the solicitation will be issued listing all questions received from all interested parties with their corresponding answers. Questions with answers from each interested party will be grouped together, but the identity of the questioners will not be revealed. Instead, the format that will be used is as follows: the first set of questions will be shown as Q.1.1, Q.1.2 etc., the next set of questions will be shown as Q.2.1, Q.2.2 etc. Proposals in response to this solicitation are due by 4:00 p.m. (EDT) on Thursday, February 26, 2009.
