- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using the authority of simplified acquisition procedures (FAR Part 13) to a procure technical and professional services to ensure the continued development of analytic tools and methodologies used to objectively assess the path for migrating Army Intelligence, Electronic Warfare, Target Acquisition Systems, and force structure toward National Intelligence frameworks set forth in Department of the Army (DA) G-2 strategic plans by the HQ USAINSCOM, Directorate of Contracting, ATTN: IAPC-DOC, 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The government intends to award a sole source contract (FAR Part 13.106-1(b)(2)) for the above products and services to the firm of Northrop Grumman. Note: This firm is the current contractor performing this effort and the intent of the sole source is to allow continuous support without a lapse in service. Under the authority of FAR 6.302-1(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy the agency requirements. The period of performance will be for twelve (12) months of service beginning on 4 March 2009 and ending on 3 March 2010. The NAICS code is 541611, 541511 and 541512 under size standard $25 million. The government does not intend to issue a solicitation based off of this notice. Interested sources should provide a capabilities statement that will be used for market research and the future acquisition of this requirement. All responses received within 10 days after date of publication of this notice will be considered by the Government.
