- THIS SOLE SOURCE SYNOPSIS IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER FOR PLANS AND SPECIFICATIONS AT THIS TIME. THERE IS A DRAFT SOLICITATION AVAILABLE FOR REVIEW ON OUR WEBSITE. The Government may consider comments and inquiries while preparing the final plans and specs; however, the Government is not seeking comments and may not provide responses to inquiries. A solicitation will be issued on or about 27 April 2009 with proposals due on or about 11 June 2009. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to solicit on a Sole Source basis, The Central Control System Components including: security cameras and alarm panel {Mobotix IP cameras and Ademeco alarm provide constant monitoring of pumps and control building security against unauthorized access), web-browser based remote telemetry unit (RTU) {Semaphore's T-BOX modular RTU system is an IP-based telemetry product that completely integrates SCADA, control, and communications functionality into a single package}, RTU enclosure and components, monitoring well water level sensors (InSitu) and groundwater dataloggers (Campbell Scientific), and installation oversight of instrumentation (monitoring well groundwater specialized flowmeters capable of measuring groundwater velocity and direction) for the L-30 Seepage Management Pilot Project. This project is currently being designed and cost shared with the South Florida Water Management District (SFWMD). The duration of the pilot project will be for two years. The components listed above have been specifically selected due to their performance interoperability as a part of the central control system. Substitution of similar components would be considered a financial risk to the government as the components may not function as reliably or effectively as the standardized components which have been specifically selected for their capabilities, thoroughly tested, and have proven themselves in years of service. The purpose of the L-31 North (L-30) Seepage Management Pilot Project (SMPP) is to identify, test, and determine the relative effectiveness of seepage management technologies in order to recommend features to control groundwater flow and levee seepage from Everglades National Park. Work will include the installation and testing of a subsurface seepage management barrier augmented with an injection/extraction well system, located near the barrier, adjacent to a sheet pile window. The barrier will have dimensions of approximately 60-80 feet in depth and approximately 1,000 feet in length. The magnitude of construction is $5-10M. The work is in Miami-Dade County, Florida. The anticipated dollar amount of sole source components is $350K.
