Description
This notice serves as a presolicitation notice / procurement synopsis for the procurement of a form, fit, and function replacement of the A6 Circuit Card Assembly (CCA). Due to obsolescence issues, the current A6 CCA is being replaced with a newer A6 CCA so that the High-speed Anti-Radiation Missile (HARM) Targeting System (HTS) can be supported through calendar year 2025. The 308th Armament Systems Wing (308 ARSW) intends to award one (1) sole source contract to Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85706-9367. The authorities for going sole source are FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and FAR 6.302-6 [10 U.S.C.(c)(6)], National Security. The scope of the effort includes requirements analysis, trade studies, CCA fabrication, CCA qualification, drawing updates, factory assembly instruction updates, analyses supporting producibility / reliability / testability / reparability, and delivery of replacement A6 spares. The replacement A6 CCA must be a form, fit, and function replacement (i.e., be backwards compatible with the existing HTS R7, Part Number 2228550-1), maintain or improve reliability, and not require any Prime Unit Software (PUSW) or Prime Unit Factory Test (PUFT) software changes to meet current System Performance Specification (SPS) performance requirements. The estimated contract value is $4.5M and the anticipated contract award date is June 2009. Should your firm desire subcontracting opportunities, contact Jon Olson (Raytheon Company) at the above address or phone (520) 794-2524. The response date to this synopsis is 9 March 2009. Communication concerning this acquisition should be directed to Ms. Holly Deuser, Contracting Officer, at (850) 883-0296, 693 ARSS/PK, 207 West D Ave, Bldg 349, Rm 4300, Eglin AFB, FL 32542. Facsimile responses or requests sent to (850) 883-0543 are authorized if you also call and verify receipt. See Notes 22 and 26.
