Description
The US Forest Service is issuing this Request for Information (RFI) as part of market research for technical professional services for Geographic Information Systems (GIS) data services. The RFI number is AG-84N8-S-09-0019 and is to determine the industry interest and capabilities. This is a request for information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The US Forest Service reserves the right to terminate this request and change its requirements if needed. Responding to this notice does not guarantee participation in future activities. The US Forest Service is seeking/targeting qualified Service Disabled Veteran Owned Small Businesses, HUBZone Small Businesses, SBA 8(a) Disadvantaged Small Businesses or any other small business that have the capability and capacity to complete the requirements stated below in this RFI. The US Forest Service anticipates awarding a five year indefinite delivery indefinite quantity (IDIQ) contract; during the five year period we estimate task orders totaling $25 million, the NAICS code is 541330 Architect and Engineering Services. Any vendor responding to this sources sought must provide written information on their company's ability to meet the above requirements; whether the services are available through the vendor's GSA Federal Supply Schedule or other Government-wide Acquisition Contract(s) (include GSA FSS or GWAC contract number and terms and conditions); and business size. Written information should include descriptions of current and past contracts for similar work, past performance information, dollar value, and Government point of contact. Information should be electronically submitted to Karen Alverson referencing the above RFI number, at kalverson@fs.fed.us. Telephonic inquiries will not be accepted. All information should be received by the R-4 UASC contact by close of business, March 10, 2009. There is no solicitation document available. Electronic submission of the above information is acceptable. The government will not return or pay for any information provided in response to this announcement. The Forest Service is a Federal agency that manages public lands in national forests and grasslands. The Forest Service is also the largest forestry research organization in the world, and provides technical and financial assistance to state and private forestry agencies. The Forest Service manages over 193 million acres, and maintains hundreds of offices across the United States. The use of geospatial data and geospatial technologies are vital for the effective management of natural resources. The Forest Service Geospatial Service and Technology Center (GSTC), a National Service Center located in Salt Lake City, Utah, will award a national contract for Geographic Information Systems (GIS) Services. The contract can be used by all Forest Service field units and staffs, and is a follow-on GIS contract that expires in November 2009. The contract serves as a convenient, one-stop way to obtain consistent, in-depth GIS services. One of this contract’s advantages is that it can be used without going through any additional contracting competitive procedures. The following services are needed: • Data entry and conversion – including scanning or manually digitizing source materials to produce vector or raster data, along with related activities such as attribution or metadata generation. • Data integration and processing – integrating and formatting data from various sources, such as: legacy Forest Service data, Global Positioning System (GPS) files, Computer Assisted Design (CAD) files, data from other data providers (commercial and government), etc.) for inclusion in Forest Service GIS databases. • Database linking – linking existing attribute and other tabular databases to spatial data. • Technical services – providing support for geospatial training and on-site geospatial technical assistance, database design, spatial analysis, technology integration, map creation tools, and applications testing and development. GIS DATA SERVICES CONTRACT JOB CATEGORIES 1. For data conversion: a. Associate data technician: limited understanding of the technical aspects of the job; completes assignments following detailed instructions; work is closely managed. b. Data technician: good knowledge of data conversion principles; completes routine assignments with limited guidance, and handles basic problem resolution; works under general supervision. c. Senior data technician: complete understanding of the general and technical aspects of the job; completes a wide range of tasks, and handles complex problems, with minimal guidance; works under limited supervision. 2. For data integration and processing: a. GIS technical support specialist: good knowledge of data integration, and GIS and relational database principles; completes routine assignments with limited guidance, and handles basic problem resolution; works under general supervision. b. Senior GIS technical support specialist: complete understanding of the general and technical aspects of GIS and relational database software applications; completes a wide range of tasks, and handles complex problems, with minimal guidance; works under limited supervision. c. Lead GIS technical support specialist: applies extensive knowledge and skills involving data integration and GIS and relational database applications to complete specialized tasks; often assigned to train and/or lead lower-level employees, and resolve the most complex problems and issues; work is completed with minimal supervision. 3. For database linking: a. Database technician: good knowledge of databases and GIS principles; completes routine assignments with limited guidance, and handles basic problem resolution; works under general supervision. b. Senior database technician: complete understanding of the general and technical aspects of GIS databases; completes a wide range of tasks, and handles complex problems, with minimal guidance; works under limited supervision. c. Lead database technician: applies extensive knowledge and skills involving database administration, and may serve as company DBA; often assigned to train and/or lead lower level employees, and resolve the most complex problems and issues; work is completed with minimal supervision. 4. For GIS and web-based applications development: a. GIS and web-based applications developer: good knowledge of and experience with GIS principles, theories, concepts and techniques; plans, conducts and coordinates the analysis, design and implementation of a broad range of GIS software applications; has good knowledge of, and experience with several GIS and web-based application development languages including, but not limited to: Oracle, SDE ArcGIS, ArcIMS, XML ArcObjects, Java, VB, VBA, JavaScript, JSP, HTML, Apache, Tomcat, Windows, AIX and Unix; understands dynamic web application design principals; has basic understanding of how to use and connect to databases, construct queries, extract and use dynamic data; possesses a good balance of GIS and web programming skills; works under basic supervision. b. Senior GIS and web-based applications developer: thorough knowledge of and considerable experience with GIS and web-based application development principles, theories, concepts and techniques; performs systems analysis, requirement definition, software programming, testing, technical reporting, user support, documentation and data presentation as required; has thorough knowledge of current web development languages and their use in GIS applications; possesses a thorough knowledge GIS and web programming development environments languages including, but not limited to: Oracle, SDE ArcGIS, ArcIMS, XML ArcObjects, Java, VB, VBA, JavaScript, JSP, HTML, Apache, Tomcat, Windows, AIX and Unix; may be available to develop and provide GIS training; independently determines and develops approaches to solutions of complex problems; works under limited supervision. c. Principal GIS applications developer: thorough knowledge of and extensive experience with GIS and all application development principles, theories, concepts and techniques; develops, programs and maintains subsystems for operating systems and utilities or specific computer communications network components; trains and/or leads lower-level employees; may program tools and utilities to support projects; has thorough knowledge of current web development languages and their use in GIS applications including, but not limited to: Oracle, SDE ArcGIS, ArcIMS, XML ArcObjects, Java, VB, VBA, JavaScript, JSP, HTML, Apache, Tomcat, Windows, AIX and Unix. Able to complete complex long term projects from beginning to end, including all business requirements and communication with client; works under minimal supervision. 5. For GIS Training: a. GIS Training Course Developer: good knowledge of and experience with GIS principles, theories, concepts and techniques; uses a variety of training methods, techniques, and media to develop a broad range of basic GIS training courses; works under general supervision. b. Senior GIS Training Course Developer: thorough knowledge of and considerable experience with GIS principles, theories, concepts and techniques; plans, conducts and coordinates the design and implementation of a broad range of advanced GIS training courses using a variety of training methods, techniques, and media; works under limited supervision. c. GIS Instructor: good knowledge of and experience with GIS principles, theories, concepts and techniques; delivers classroom instruction on basic/introductory level of a broad range of GIS software/topics/theory; works under general supervision. d. Senior GIS Instructor: thorough knowledge of and considerable experience with GIS principles, theories, concepts and techniques; delivers classroom instruction on an advanced level of a broad range of GIS software/topics/theory; works under limited supervision. 6.
