- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a sole-source modification to a existing delivery order under Basic Ordering Agreement (BOA) N00019-05-G-0027 with Orbital Science Corporation in Chandler, Arizona. This delivery order will require Orbital to develop up to ten (10) GQM-163A flight trajectories to support an Equivalency Study being performed by Johns Hopkins University/Applied Physics Lab to determine if GQM-163A can mirror the Anti-Ship High Diver Threat and the Theater Ballistic Missile Terminal Threat in US Navy Air Defense Flight Tests. Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the GQM-163A and is the only known firm that possesses the necessary knowledge, experience, and technical data required to provide the upgrade of these targets and their subsystems. This effort will be procured in accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. *See numbered notes 22 and 26.
