Description
NAICS Code: 611699 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13.1, as supplemented with additional information included in this notice. Thisannouncement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through FAC 2005-29. The NAICS code for this procurement is 611699. In accordance with FAR Part 19.1406, this acquisition is set aside for service disabled veteran owned small businesses. All interested service-disabled veteran-owned small business firms may submit a quote. The Office of Criminal Enforcement, Forensics and Training (OCEFT), Homeland Security Division (HSD) National Counterterrorism Evidence Response Team (NCERT) requires weapons systems training. The training will take place from February 23, 2009 to February 27, 2009. The statement of work and agenda are available at: http://www.epa.gov/oamhpod1/admin_placement/0900117/index.htm Interested contractors shall prepare a quote of no more than (5) pages which consists of the information requested in the statement of work. In accordance with FAR Part 13, award will be made to the contractor whose quotation affords the best value to the Government, price and other factors considered. Interested contractors should submit a firm-fixed price quote, inclusive of all costs, in response to this request. The following evaluation criteria will apply: 1. Staff ExperienceThe Contractor shall demonstrate staff experience, including the extent of field and training experience working in a contaminated zone where respiratory protection and personal protective equipment are required, the extent of practical field experience in a hostile environment and/or a contaminated zone in conducting convoy operations to include, the extent of practical field experience conducting convoy operations during responses to natural disasters or other incidents of national significance and the extent of your knowledge and use (in training) of the current Federal Law Enforcement Training Center (FLETC) Use of Force Policy. 2. Technical ApproachThe Contractor shall demonstrate the overall technical approach for accomplishing this requirement, including instruction, weapons, range and classroom facilities, armorer and safety and medical capabilities. 3. Past PerformanceThe Contractor shall demonstrate their past performance in weapons training for the EPA or other federal agencies. They shall include a representative list of contracts or orders completed during the past three (3) years or currently in progress, as well as performance scenarios similar in scope, magnitude and complexity to the requirements set forth in the SOW. For each contract or order identified, the Contractor shall include a brief synopsis which includes the date the work was performed, the client for whom the work was performed (include client name, e-mail and telephone number) and a description of the work performed. All technical evaluation factors are considered to be of equal importance and when combined are more important than price. In addition, FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited in 52.212-5 being applicable.
