- 9. DESCRIPTION: (see reminder notes below)Fleet and Industrial Supply Center Puget Sound (FISCPS) is soliciting on a full and open basis for Technical Representative services to perform 5000 hour overhaul maintenance in support of the Commander Fleet Activities Sasebo Japan. The contractor shall provide maintenance service to perform overhauls on #1 and 2 LPAC as well as correct identified discrepancies. The prospective offeror shall be a certified maintenance technician qualified under Dresser-Rand Company or Rix Industries certification standards and must provide previous work history detailed information sufficient to substantiate technical expertise to complete this overhaul maintenance. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date. The period of performance shall be 01 March through 15 April 2009. Proposed contract to be procured using commercial Simplified Acquisition Procedures in accordance with FAR 13.5. The commercial solicitation, N00406-09-T-0505, will be issued on or about 05 February 2009 with a closing date of 12 February 2009. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. Proposed contract to be procured using commercial Simplified Acquisition Procedures in accordance with FAR Part 12 and 13.5. Competition for this procurement is limited to Rix Industries and/or Dresser-Rand Company and certified technicians qualified by either company to perform this maintenance overhaul. The resultant contract will be a Firm Fixed Price Services type contract awarded to the successful offeror that provides the best value to the Government in accordance with the evaluation criteria set forth in the RFQ.
