- Description
- The U.S. Army CECOM Contracting Center, C4ISR Contracting Sector S, has a requirement for Secure Voice devices to provide secure data encryption, confidentiality, integrity, and authentication of classified information transmitted through military and Government networks. Secure Voice devices are certified by the National Security Agency (NSA) to protect information classified Top Secret Codeword and below. The Government anticipates award of multiple IDIQ or requirements contracts as a result of this single solicitation. The solicitation issue date is estimated to be on or about 9 March 2009. The response date above is estimatedthe actual proposal due date will be specified in the solicitation and may be earlier or later than 9 April 2009. All Secure Voice devices must meet the following criteria: (a) Secure Communications Interoperability Protocol (SCIP) compliant, (b) implement High Assurance Internet Protocol Encryption (HAIPE) specifications, (c) upgradeable and fully compliant with the NSA and U.S. Government Cryptographic Modernization (CM) initiative, (d) Cryptographic Algorithm Compliant, (e) NSA Type 1 Certified, (f) currently on an NSA IDIQ contract, and (g) offered at the same NSA contract price. The Secure Voice devices required are as follows: (1) KSV21 Enhanced Crypto Card, NSN N/A, Total Estimated Quantity (TEQ) 2200; (2) KY-100 AIRTERM, NSN 5810-01-376-1380, TEQ 1050; (3) Sectera vIPer, NSN 5810-01-568-6699, TEQ 1500; (4) STE Office, NSN 5810-01-459-6441, TEQ 1500; (5) STE Tactical, NSN 5810-01-459-6438, TEQ 1000; (6) STE VoIP, NSN N/A, TEQ 1000. Secure Voice devices will be shipped FOB destination to the location(s) identified in individual delivery orders. The delivery schedule will be identified in individual delivery orders and ranges from 90 days to 120 days after award of the delivery order. The period of performance for the base period is 365 days after contract award with an ordering period of 15 Aug 2009 through 30 Sep 2009. There will be with 4 pre-priced 1 year options of 365 days each. Each option period will have a 6 week ordering period as follows: Option Year 1 - 15 Aug 2010 through 30 Sep 2010, Option Year 2 - 15 Aug 2011 through 30 Sep 2011, Option Year 3 - 15 Aug 2012 through 30 Sep 2012, and Option Year 4 - 15 Aug 2013 through 30 Sep 2013. The ordering period is limited to accommodate Army customer orders received during the NSA IDIQ contracts black-out period of 15 August through 30 September each year.
