- Request for Proposal VA-259-09-RP-0132. The VA Eastern Colorado Healthcare System (ECHCS), located in Denver, Colorado is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design through construction period services of HVAC system additions within occupied areas of an active Medical Center. The selected A/E firm shall provide all technical services including architectural, mechanical and electrical engineering as may be required as part of the design. The design shall include all shut-down coordination, phasing and infection control methods required during construction. The project intent is to reduce the heat build-up while still maintaining proper pressure relationships in the sub-basement to the hospital. The estimated construction range is between $500,000 and $1,000,000. Selection criteria include in descending order of importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of HVAC systems; (2) experience on remodeling existing and occupied spaces in a Healthcare environment; (3) experience with infection control, phasing and shut-downs in spaces critical to Medical Center functions; (4) professional qualifications of the firm's staff and consultants assigned to the project; (5) past experience working on VA facilities and/or other Government facilities; (6) geographical location of the firm within a 100 mile radius of the ECHCS Medical Center, Denver, Colorado; and (7) ability of the firm to begin work within 15 days of contract award. Subject request for SF 330's is being advertised subject to the availability of funds. Funds are not presently available for this request. The Government's obligation under this announcement is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer, and until and unless a solicitation results from this announcement. This is not a Request for Proposal. The North American Industrial Classification Code for this procurement is 541330. Standard Form 330's and the supplemental information is due March 9, 2009 by 4:00 PM MST. Interested firms are reminded that in accordance with FAR Part 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in Central Contractor Registration (CCR) database prior to award of a contract.
