- NASA/GSFC has a requirement for Integrated Risk Management Application (IRMA)software installation.1. Installation (includes on site support, administration training, custom programmingand 10 hours of phone support)a. Travel2. Optional Traininga. Laborb. Travel3. Customization and Data Transfer from Primex a. Customization and Data Transfer Laborb. Travel Option 1 (travel and Labor)c. Travel Option 2 (travel and Labor)NASA/GSFC intends to purchase the item from Futron Corporation. Futron developed andmaintains the Integrated Risk Management Application (IRMA) software that was originallydeployed for the NASA Space Station program. The software application is now also used tosupport risk management for the NASA Space Shuttle program and several other majorprograms/projects including elements of the NASA Constellation Program. Because IRMA wasdeveloped under government contracts, there are no yearly licensing charges or fees forits use. This represents a cost savings. Additionally, because the tool was developed todirectly support the NASA risk management process so no significant tailoring or uniquedevelopment is needed to support the GOES-R Project. The NASA continuous risk managementprocess and paradigm are the baseline process for the GOES-R Project. The IRMA risk database tool has NASA risk management heritage ensuring compatibility withrisk management paradigm adopted by GOES-R and required minimal tailoring and isgenerally considered easy to use. The software license is at no cost with initialstartup and training costs comparable to other vendors and below current tool supportcost.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 17, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
