- NASA/KSC has a requirement to test the Constellation weather subsystem magneticfield sensors, electric field sensors, and associated instrumentation using triggeredlightning.NASA/KSC intends to purchase the services from the University of Florida's InternationalCenter for Lightning Research and Testing (ICLRT) at Camp Blanding, Florida. In accordance with FAR 13.106-1(b) only one source meets NASAs requirements for thefollowing reason. The International Center for Lightning Research and Testing (ICLRT) atCamp Blanding, Florida is the only operational facility able to produce largeelectromagnetic fields equivalent to those found in nature. The Government intends to acquire commercial services using FAR Part 12Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Gloria A. McIntosh at email address: gloria.a.mcintosh@nasa.gov notlater than 4:30 p.m. local time on February 20, 2009. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
