Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for DOCKSIDE Repairs to the USCGC VIGOROUS (WMEC-627), a 210 FOOT MEDIUM ENDURANCE CUTTER. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition is issued as a Request for Quote (RFQ), on FEBRUARY 5, 2009. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SET-ASIDE FOR HUBZONE. The acquisition is for DOCKSIDE repairs to the USCGC VIGOROUS (WMEC-627) homeport in Cape May, NJ. The performance period will be THIRTY-EIGHT (38) calendar days with a start date on or about 15 April 2009. All work will be performed at the homeport. The scope of the acquisition is for Dockside Repairs aboard the USCGC VIGOROUS (WMEC-627) in accordance with Specifications dated Feb 05/Rev 1. This work will include, but is not limited to: Renew CMWDS and Firemain Valves, Install New Deck Covering System(s), Renew Engine Room Sheathing and Piping Insulation, Overcoat Designated Bilge Surfaces – Pier Side, Remove Unused Skin Valves, Renew Laundry Room Bulkhead, Renew Door, Renew Partitions, Clean and Hydrostatically Test Hydro Pneumatic Tanks, Repair Hot Water Tank Foundation, Clean and Inspect Heater Exchangers, Modify Welin Lambie TW PIV 5.0B Davit Arrangement, Modify RHIB Cradle and Strengthen the Davit Supporting Structure, Renew and Weight Test Shipboard Davit Crane (Allied Marine Crane Model D5700CT), Renew Single Point Davit Control Stand, Clean Galley, Engine Room, and Laundry Ventilation Systems, Clean Shipboard Ventilation Systems, Renew Ventilation Ducting, Overhaul Stack Dampener. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Technical Publication will be available on CD-ROM or via email. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [five days from solicitation issuance]. MLCA must have five (5) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition contact, the Contracting Official listed above.
