Description
Contractor information is as follows: Log Sec Group, LLC, 9400 Innovation Drive, Suite 120, Manassas VA, 20110. The Department of the Army, Aberdeen Installation Contracting Division (AICD) at Aberdeen Proving Grounds, MD, formally known as the Department of the Army, Army Contracting Agency, Northern Region (ACA NR), Aberdeen Directorate of Contracting (APG DOC), intends to noncompetitively extend the final option year, Option Year 4 (OY4) for an additional 4 months under the authority of FAR Part 6.302-2 - Unusual and Compelling Urgency. Background: The APG DOC awarded Log Sec Group contract W91ZLK-04-D-0007 with an effective date of April 1, 2004, to provide non-personal Information Technology (IT) support services to five main customers. The acquisition plan submitted and approved by ACA NR Headquarters in February 2004 included an estimated cost of $116M over a seven year period. The actual award period was reduced to five years (Base + Four Option Years). The total estimated cost of the five year period became approximately $63M. As the work progressed, additional support activities were added. Unforeseen requirements emerged that necessitated the use of this award for critical mission operations. This multi-activity contract utilizes two different contract types: Firm Fixed Price effort and Time and Materials effort. Upon initial award the Directorate of Information Management (DOIM) portion of this contract was performance based and the other four customers (RDECOM, CHPPM, AEC and 20th Support) were non-performance based. After the base year, CHPPM became performance based. The service for the 20th Support were not required for OY 4. The first J&A was approved to exceed the value of the total award and OY 4 amounts. Current award funding including all option years is approximately $101M. Announcement of the J&A for an exception to full and open competition for execution of the final option year to Log Sec Group was posted via the Army Single Face to Industry on March 27, 2008. Current: Option Year 4 will expire on March 31, 2009 and a second J&A is contemplated for unusual and compelling reasons to extend OY 4 and continue Agency Information Technology Services and Support (AITSS) services with Log Sec Group, until a replacement award is completed. The 3 current customers (2 performance and 1 non-performance based) which are provided services through this AITSS contract are requesting the extension of OY 4 to prevent mission failure. This extension will be for 4 months of continued AITSS services at a cost of approximately $5.6M. The projected total value of the contract is approximately $107M. The required AITSS services to be performed during the additional 4 months have been identified as being within the scope of the contract. The continuing contract type is firm fixed price effort and time & materials effort. Fiscal Year 2009 Operations & Maintenance (O&M) funds are cited for use with this proposed action. All current and future requirements remain within the original scope of work for this award. Interested persons may identify their interest, in writing to the Government point of contact. All responses received within 25 calendar days after date of publication of this synopsis will be considered by the Government.
