Presolicitation/Solicitation NoticeVA-260-09-RP-0045 for VISN 20 Biomedical & Chemotherapy Waste Disposal The Veteran's Affairs (VA), VISN 20 Contracting Division has a requirement for removal and disposal of Biomedical and Chemotherapy Waste. The Contractor will provide all labor, materials, containers, pick-up at designated Medical Center location, transport, incinerate or render non-infectious (sterilize) by other commercially acceptable methodology, and dispose of Biomedical and Chemotherapy Waste from the Portland VA Medical Center, 3710 SW U.S. Veterans Hospital Road, Portland, OR 97201. The Biomedical waste will consist of pathological waste, laboratory specimens, lab cultures, animal carcasses, sharps, as defined by the United States Environmental Protection Agency or identified in any other applicable federal, state, county, or municipal law, regulation or guideline. The Chemotherapy waste will consist of items which have been contaminated by chemotherapeutic, cytotoxic, or antineoplastic drugs and/or agents. All offerors must be licensed for operation in the Portland Metropolitan Service Area. The contractor will meet or exceed all federal, state, county, and local laws and regulations concerning the handling, transportation, packaging and disposal of Biomedical and Chemotherapy infectious waste. Contract requirements, together with evaluation criteria will be covered in detail in the solicitation and work statement. The VA intends to make one Firm-Fixed Price (FFP) type award. This requirement will be handled as an "Open Market" acquisition, enabling competition from all qualified sources. Award will be made to the responsible contractor who submits the most advantageous quote to the Government. It is anticipated that the period of performance will be for one base year plus two one-year option periods. The Request for Proposal (RFP) will only be available on the FedBizOpps website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation and amendments, will be distributed through the website. You may download the solicitation and fax your quote in at (360)256-0936. This acquisition will be handled in accordance with FAR 6.1 for Full and Open Competition - Unrestricted. All prospective offerors are responsible for downloading the RFP and all attachments. It is the offerror's responsibility to monitor FedBizOpps for the release of the solicitation and any amendments that may follow. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at dennis.riches@va.gov. Offerors are cautioned to include the Solicitation Number VA-260-09-RP-0045 on all documentation submitted in response to this requirement. The North American Industry Code for this procurement is 562112 Hazardous Waste Collection, and the size standard is $12.5 million in Gross Revenue.
