Description

The Department of Homeland Security (DHS) Federal Protective Service (FPS) has a requirement for the installation of a security system at a federally owned/leased property at City View Plaza in Guaynabo, PR. This project shall provide for access controls, intrusion detection, duress alarms, and video surveillance; and shall be completed in accordance with the attached Scope of Work (SOW). The anticipated award date for this contract is February 13, 2009. This is a combined synopsis/solicitation for Commercial Services and is issued in accordance with the format in subpart 12.6 of the FAR, as supplemented with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-28 (Dec 2008). The purchasing agency is anticipating award of a firm fixed-price purchase order for this total security system installation. Interested vendors are asked to submit pricing for the total installation, inclusive of all costs, as one line item; but should provide supporting documentation with price quote, in the form of an itemized table of equipment. This solicitation is being issued as a Request for Quotes (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotation shall include pricing, as detailed above; and a brief written description of relevant past performance on no more than three (3) prior contracts. Vendors are asked to provide, for each of the prior contracts: a brief description of the prior work; place of performance; total dollar amount of the effort; and a point of contact, with appropriate contact information, to be used as a reference. The Government reserves the right to obtain past performance from sources other than those provided by the vendors themselves. Submission of a quote constitutes the vendor's agreement to the terms and conditions above, and also affirms that the vendor meets all of the requirements of the RFQ. Award of purchase order shall be made to the vendor that will provide the best value to the Government, price and technical factors considered. The technical factor for this solicitation will be Relevant Past Performance, and is considered to be significantly more important than price. This requirement is being solicited as a full and open competition. The NAICS code for this solicitation is 561621.
