- DESCRIPTION: The G.V. (Sonny) Montgomery VA Medical Center, Jackson, MS intends tonegotiate with a vendor to provide contract housing for the Veterans of the Mental Health Initiative's (MHI) Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) and Psychosocial Rehabilitation Treatment Program (PRRTP). This will include, but is not limited to, providing a minimum of thirty (30) beds. The proposed contract is for services for which the Government intends to solicit and negotiate under the authority of FAR 15.. This notice of intent is a Request for Proposal. This requirement is solicited on a full and open basis. The associated North America Industry Classification System code is 623220. The resulting contract shall be a negotiated Firm Fixed Price contract. The award will be made to the responsible offeror who offers the overall best value to the government considering Technical and Management Capabilities, Past Performance, and Price. Technical and Management Capability is slightly more important than Past Performance. Technical/Management Capabilities and Past Performance, when combined, are significantly more important than Price. The Request for Proposal (RFP) is anticipated to be issued on or about January 29, 2009. Interested persons may identify their interest and capability by addressing all requirements and submitting all information no later than 2:00 PM Central February 27, 2009. All information shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone request will not be honored.
