- COMBINED SYNOPSIS/SOLICITATION Lease of Motor Vehicles (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAG000-9-06067DG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 441120. The small business size standard is $23 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: 17 months Lease of four (4) each Compact Dodge Grand Caravan, 2006 or 2007 year model, 7 passenger 4x2 van wagon. Maximum acceptable mileage is 45,000. Maximum acceptable mileage on tires is 15,000. CLIN 0002: 17 months Lease of one (1) 4x2 van wagon, full size, 15-passenger. This vehicle must have no less than 24 months or 24,000 miles remaining factory warranty. CLIN 0003: 17 months Lease of two (2) 4x2 pickups, full size, crew cab, minimum 6000 lbs. gross vehicle weight rating. These vehicles must have no less than 24 months or 24,000 miles remaining factory warranty. CLIN 0004: 17 month Lease of one (1) 4x2 SUV, full size, 4 door, 9 passenger, minimum 7000 lbs. gross vehicle weight rating. This vehicle must have no less than 24 months or 24,000 miles remaining factory warranty. (VI) Description of requirements is as follows: Vehicles will be driven 10,000 to 12,000 miles per year on paved roads during severe weather events (wind, rain, hail). Provide information regarding allowable mileage for each vehicle type and per mile rate for mileage exceeding the allowable. CLIN 0001: Equipment and accessories per FAS vehicle standards item #20. Two exceptions are: a. Require Stow-N-Go seating systems which allow seats to fold flat into the floor without being removed. b. Vehicles without racks are preferred, but will accept racks. If vehicle has a luggage rack, rack and headliner will be removed and will not be re-installed by the government. There will be no permanent changes to the exterior or interior of the vehicle unless the headliner is removed to remove a rack. Provide information on existing warranties, if any, for each vehicle. CLIN 0002: Equipment and accessories per FAS vehicle standards item #24. Front and rear air conditioning and cruise control are required. Light color preference for the interior and exterior is requested. CLIN 0003: Equipment and accessories per FAS vehicle standards item #50. One exception: Clam shell cover is required. If a clam shell cover is not available, one will be applied at the expense of the government, and will not be removed. CLIN 0004: Equipment and accessories per FAS vehicle standards item #101. (VII) Place of delivery is National Severe Storms Laboratory, 120 David L. Boren Blvd., Norman, Oklahoma, 73072. Delivery shall be FOB Destination. (VIII) Required delivery is on or before March 15, 2009; earlier delivery is preferred. Offerors shall state offered delivery. Period of performance shall be March 15, 2009 (or delivery) through July 31, 2010. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. Offerors are not obligated to provide quotes on all line items; each line item may be considered separately to obtain the best value for the government. (X) Offers will be evaluated solely on price and the price-related factors referenced in this solicitation, if any. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: 16, 17, 18 & 36. The following clauses under subparagraph (c) apply: n/a. (XIV) The following clauses are also applicable to this acquisition: 52.208-4, 5, 6 & 7; 52.211-6; 52.211-8; 52.228-8. The following additional terms and conditions apply: Federal Acquisition Service (FAS) standards, item #20, apply. (XV) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XVI) Quotes are required to be received in the contracting office no later than 12:00 P.M.
