Description
The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Cellular Carcinogenesis and Tumor Promotion plan to procure on a sole source basis, the brand name Zeiss Microimaging Automated Cellular Imaging System (ACIS) II with Carl Zeiss Microimaging Inc.; One Zeiss Drive; Thornwood, NY 10594. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. No faxed or emailed capability statements will be accepted. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM EST, by February 9, 2009. All questions must be in writing and can be faxed or emailed to: Karri Mares, Contract Specialist via electronic mail at maresk@mail.nih.gov or fax to 301-402-4513. It is the vendors’ responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: NCI-90048-KM on all correspondence. Part 1: Background Information and Description of Requirements: The Carcinogen-DNA Interactions Section investigates both the extent of DNA adduct formation and persistence, and the biological consequences of DNA damage. NCI will utilize experimental models and human subjects, with the intention of applying the knowledge gained to elucidate mechanisms of cancer causation and approaches to cancer prevention in humans. The Carcinogen-DNA Interactions (CDI) section requires an imaging system that allows the quantitive analysis of immunohistochemical staining in various organelles to correlate human carcinogen exposure with cancer risk. The Laboratory of Cellular Carcinogenesis and Tumor Promotion is currently finishing up studies of DNA adduct formation in human endometrium and human placenta to be completed and written and/or published in about a year. There is no other instrument available that will allow the access to both current and past data. The rental of the ACIS II system is the only way to keep previous information from being lost. The laboratory absolutely requires this instrument to complete and publish ongoing studies. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II Facts and Reasons to Justify Other than Full and Open Competition 1 Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1)For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. Justification: The Carcinogen-DNA Interactions (CDI) Section is currently involved in several studies that are focused on determining the contribution of DNA adduct formation to human cancer risk in human populations where elevated cancer rates are considered associated with particular chemical exposures. As these studies are prospective and involve large numbers of human samples, paraffin-embedded samples are the only useful, and available source of human tissue for DNA adduct analysis. The ChromaVision ACIS II allows the lab to obtain semi-quantitative values for DNA adduct levels of tamoxifen and polycyclic aromatic hydrocarbons in nuclei of paraffin-embedded and stained tissues. This is a unique resource that ultimately has the potential to provide important insights into human cancer risk and chemoprevention. Collaborations between Epidemiologists within NCI-DCEG and in extramural institutions are pertinent in the mission of the NCI and the Laboratory of Cellular Carcinogenesis and Tumor Promotion to continue the aforementioned studies. Salient Characteristics for Zeiss Microimaging Automated Cellular Imaging System (ACIS) II •A proprietary color space transformation which uses a three-dimensional plot of color coordinates, including hue, luminosity, and saturation (HLS); •The collection of object data and quantitative and morphometric analysis of the object; •The ability to analyze tissue microarrays; •Proprietary color space transformation sets up color thresholds for recognizing stains on a glass slide using a three-dimensional plot of color coordinates in which every pixel of color can be plotted in three-coordinate (HLS) color space; •Multi-objective automatic scanning with zoom capabilities of 4X, 10X, 20X, 40X, and 60X; •Proprietary Silhouette Scanning of specimens that range from fine needle biopsies to multiple tissue sections; •PC Anywhere software that allows Clarient customer service to perform remote system upgrades and diagnostics.
