Description
The National Cancer Institute (NCI), Advanced technology Center, plans to procure on a sole source basis a service contract for, Government owned Affymetrix Gene Chip Instrument; with Affymetrix, 3420 Central Expressway; Santa Clara, CA 95051. The North American Industry Classification System Code is 811219 and the business size standard is $7M. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). This purpose of this procurement is for the preventative maintenance and repair service of the aforementioned instruments. By using Single Nucleotide P polymorphism (SNP) genotyping microarrays to analyze copy number alteration and loss of heterozygosity, and Ribonucleic acid (RNA) expression chips to analyze gene expression alterations, NCI is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. Contractor shall perform one (1) preventive maintenance inspections (PM) during the contract period. Technically qualified factory- trained personnel shall perform Service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturers latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Affymetrix is the sole responsible source that is capable of fulfilling the service contract on this sophisticated instrument. There is a high level of complexity regarding the two government owned Affymetrix Gene Chip Instrument Systems and only Affymetrix permits qualified Gene Chip service engineers to perform preventative and service maintenance. Only Affymetrix certified engineers, who are employees of the company and are trained in all aspects of service to Gene Chi instruments, are authorized to perform service. Any warranties and all parts and accessories are only guaranteed if the instruments are serviced by Affymetrix Engineers. Additionally, Affymetrix holds multiple patents on this instrument and it is a sole source for all replacement parts and accessories needed regarding service. The parts of the instrument require special handling and this handling needs approval of Affymetrix to get the warranty replacements. In addition, Affymetrix is constantly upgrading this System with newer versions of the software and hardware. The proprietary Affymetrix Software controlling the instruments is constantly being upgraded and performance of these upgrades can only be done by qualified Affymetrix service engineers. The service contract is quintessential for normal function of the heavily used system. Period of Performance shall be from award through twelve (12) months. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11am ET, on February 17, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
