- The United States Department of Agriculture – Animal Plant and Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) anticipates a sole-source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: Chalcosan brand lures to detect exotic wood boring insects. The USDA-APHIS-PPQ Forest Wood Boring Pests Monitoring program uses an elimination grid that relies on Chalcosan brand lures and has been proven effective at detecting exotic wood boring pests. Without this lure it will be difficult to maintain an effective survey to monitor the presence or absence of any wood boring insects within a specific area. Failure to detect wood boring pests would seriously compromise the integrity of the eradication effort and could ultimately add to its overall cost or prevent its successful completion. Pheronova AG of Zurich, Switzerland is the only manufacturer of this lure. The Chalcosan brand lure is distributed in the United States by El Tech Technology of Larchmont, NY. The USDA anticipates a five-year indefinite delivery indefinite quantity contract worth approximately $9,000.00 per year. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. Closing date for submission of Statement’s of Capability is Friday, February 13th at 3:00 PM Central Standard Time.
