- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a modification to the existing Indefinite Delivery Indefinite Quantity (IDIQ) contract with Lockheed Martin Simulation, Training & Support (LMSTS), Orlando, FL that will increase the level of effort of the contract. The existing IDIQ contract is for support for the upgrades of Phase II Offload Test Program Sets (OTPSs) tested on the Consolidated Automated Support System (CASS). The existing contract allows for the issuance of Cost Plus Fixed Fee, Firm Fixed Price and Time & Material type delivery orders. The type of tasks that are required under the IDIQ contract include, but are not limited to: support for the upgrades of CASS Phase II Offload Test Program Set (OTPS), support of the Integrated Product Team (IPT), Engineering Change Notices Support, analysis of fleet failure data; trade-off analyses, support of production baseline and retrofit changes, configuration management support, support for government technical teams, incorporation of new test techniques, integration studies, replacement parts/instruments, System Problem Reports support, Engineering Change Proposal support, programmatic technical support, investigations of CASS System Problem Reports (SPRs) and other CASS software/hardware issues that affect OTPS operations and engineering investigations. All tasks are related to CASS Phase II Offload OTPSs and associated ancillary equipment. The period of performance for each delivery order will vary depending on the task, however, no delivery order will exceed the 5-year period of performance of the IDIQ contract. The Government intends to award this modification under the authority of 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirement". All responsible sources are encouraged to submit a proposal, which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-07-D-0007. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. No solicitations will be available for this procurement. The Government will not pay for any information received.
