- This notice is published in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a follow-on contract, on a sole source basis, subject to the availability of funds, to the Massachusetts Audubon Society, Lincoln, Massachusetts, in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Minerals Management Service anticipates awarding a contract to the Massachusetts Audubon Society to study the movements of Long-tailed ducks using satellite telemetry as a continuation of previous work conducted by the organization, to determine potential impacts of future offshore wind projects on this species. The proposed study will include the continuation of tagging and monitoring of the ducks in and around the area of Nantucket Sound. It is anticipated that this effort will occur over a two year period for the funded amount of $80,000. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, any information received by the POC listed below, by 12 Noon E.T. on Monday, February 9, 2009, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
