Description
Request for Management System Concepts and Services The Defense Threat Reduction Agency (DTRA) Basic and Applied Sciences Directorate in the Research and Development Enterprise, Ft. Belvoir, VA is pursuing concept designs for an Automated Management System (AMS) and associated support services. This Request for Information should be considered an open call for any designs and/or concepts of technology, regardless of maturity level, that have the possibility to provide an integrated management system capability and services. Commercial off the shelf solutions are encouraged. Background The DTRA mission is to safeguard America’s interest from chemical, biological, radiological, nuclear and high explosive (CBRNE) weapons. This DTRA mandate covers a broad spectrum of focused activities to deter the use and reduce the impact of such weapons; to anticipate and prepare for future threats; and to counter the proliferation of CBRNE related weapons, materials, and technologies across international borders among both state and non-state actors. In support of this mission and activities, DTRA anticipates issuing several solicitations for research over the next five (5) years. These solicitations are generally released using Broad Agency Announcements (BAAs), Service Calls, and/or Requests for Proposals (RFPs). DTRA requires a vendor to: - Develop, host, maintain, and manage a web-based capability to support end-to-end management processes. - Has the potential to interface with other federal web-sites, internal DTRA systems (e.g. financial systems) and database systems to include Grants.gov and Research.gov, and to conduct important award management functions. - Key elements of these processes include, but are not limited to: user registration, registration of offerors, announcement of solicitations, proposal receipt to include a stand alone receipt capability and electronic receipt / data transfer from grants.gov, multilevel proposal review, proposal documenting and reporting status, registering and assigning proposal reviewers, receiving proposal evaluation, awards, generating process status reports (e.g. completed reviews), generating summary management reports (e.g. budget data, proposal information), documenting selection decisions, notifying and debriefing offerors, receiving progress reports and other research productivity documents directly from performers, self registration of peer reviewers, tracking of students trained, and the archiving of all data. - Develop and maintain a database that houses all relevant information. Technical details associated with the desired capability are as follows: (1) Web Based System capable of tracking solicitations from submittal to closeout. The web-based system shall support at least 16 solicitation activities per year and allow for up 10 of these solicitations to be ongoing at one time. (2) User Based – System capable of hosting up to 500 users with varying levels of access based on role (For example, Edit, Review, Read-Only). Additionally, the need for flexibility to expand to additional users is a requirement. (3) Security – Ability to handle information at the Unclassified level. Although not a requirement, provide information on ability to handle information at higher security levels (TS/SCI, Secret, etc.). (4) System Maintenance – System availability to be maintained at 95%. Help desk operations required to support users 18/7. (5) Archiving of Data – Starting with Government Furnished Information dating back to FY07 and continuing the archiving for subsequent years. (6) Report Generation – End user defined reports based on data contained in the system. (7) Grant Specialist/s shall work with the Government to award and administers grants, including preparing award documentation and modifications for submission to Grants Officer. The specialist must be capable of performing analysis and developing required documentation from data acquired by and contained in the system. Government Intent (1) The Government retains the right to ownership of the data residing on the system developed by the contractor. (2) The Government also retains the right to acquire source code associated with the software development effort. (3) Systems engineering capabilities of the vendor are a critical need to ensure end-to-end completion of the effort. Projected Government Reviews (1) System Requirements Review (2) Design Reviews (Preliminary Design Review and Critical Design Review) (3) Test Readiness Reviews (4) Government Acceptance of Initial Functional Operational Capability (5) Subsequent Reviews Based on Spiral Development of the System Reporting of Efforts (1) Monthly Status Report include cost, schedule, and performance information (2) Integrated Master Schedule (3) Program Management Plan (4) Integrated Test Plan (5) System Security Plan Additional Information Responses should include the following: - 2-3 page limit, capabilities statement - 10 page limit, PowerPoint presentation (Include Business Size within this presentation) - 2 page limit, showing 3 examples of past performance and associated Points of Contact. It is strongly encouraged to provide examples of past performance related to support Federal Government procurement efforts. A particular focus will be placed on past performance associated with grants. *** All responses MUST be submitted electronically to VIDA.BEARD@DTRA.MIL*** This RFI is solely for information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the government for such information.
