Description
U.S. Fish and Wildlife Service, Lakewood, CO, has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.603 (as supplemented with additional information included in this notice) on a sole source basis. This posting will be referred to under Purchase Requisition Number 601819Q214. This announcement constitutes the only solicitation. A written solicitation will not be issued. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2005-26, effective June 12, 2008. The North American Industrial Classification System (NAICS) number is 541712, Food research and development laboratories or services (except biotechnology research and development), with a business size standard of 500 employees. This announcement constitutes the Government's only official notice of this procurement. Based on the information at this time, the Government considers the commodity specified as a sole source requirement from Food Source Lure Corporation and proposes to negotiate a contract with this firm on that basis. However, should additional sources be identified, they will be considered. This notice is not a request for competitive quotes. The Government does not intend to pay for any information provided under this synopsis. FWS' salient characteristics that will satisfy the Government's needs for its requirement for Prairie Dog Bait Testing are: - Development and testing of oral baits for delivery of plague vaccine to prairie dogs. All laboratory experiments will be conducted at the National Wildlife Health Center (NWHC), Madison, Wisconsin. Field testing activities will be located at on Fort Carson Military Reservation (FCMR) in the vicinity of TA-54. Lab baits must be available for Laboratory testing by 15 March 2009. FCMR baits must be available for field testing by 15 May 2009. - In order to allow the FWS to reintroduce black-footed ferrets throughout their former range, the USGS National Wildlife Health Center has developed a method to immunize prairie dogs with an oral plague vaccine that uses pox virus to produce an immune response to plague bacteria. To date, USFS research has shown that the only medium that will hold the live oral vaccine for up to four weeks, is the proprietary bait formula produced by the Food Source Lure Corporation. In addition, their vaccine/bait medium is biodegradable and environmentally safe, and has already been demonstrated to be palatable to prairie dogs. - Laboratory Testing: Twelve different bait candidates (4 flavors x 3 textures including unscented) will be tested for their palatability in prairie dogs. The baits will be presented to groups of prairie dogs in a laboratory setting to determine the preferred flavor and texture. Once the most preferred bait is determined, a powder formulation will be mixed with a vaccine preparation and a biomarker (e.g. Rhodamine B) in order to evaluate stability and duration of the vaccine-laden bait at different temperatures. Vaccine-laden baits will be held at 3 different temperatures and sampled weekly up to 4 weeks to evaluate vaccine titer. Delivery Address: Ft. Carson Military Reservation1638 Elwell St. Bldg. 6236Ft.
