Description
The Washington Metropolitan Area Transit Authority (Authority) solicits proposals for the new 7000 Series Railcars in accordance with RFP RC7000/RAM. Proposals are due no later than 2:00 P.M., on Friday, April 24, 2009 to the Office of Procurement, Washington Metropolitan Area Transit Authority, PRMT File Room 3C-02, 600 Fifth Street, NW, Washington, D.C. 20001; Attn: Mr. Ronald A. Michaelis, Office of Procurement and Material. A pre-proposal conference will be held at 2:00 p.m. on February 24, 2009 at the WMATA, Jackson Graham Building, Lobby Level Meeting Room, 600 Fifth Street, N.W., Washington, DC, 20001. The offeror’s (transit vehicle manufacturer) Disadvantaged Business Enterprise certification that it is in compliance with 49 CFR Part 26, Section 26.49 must be provided with its proposal. Also, the offeror must complete and return Representations and Certifications which include “Buy-America” Act requirements. RFP RC7000 is for the complete design, systems integration, manufacture, delivery, testing, and acceptance of new 7000 Series rapid transit railcars, ready for use on the Washington Metropolitan Area Transit Authority’s rail system. This solicitation also includes furnishing spare parts, executing a user education program, delivering special tools and test equipment, providing software and other deliverables, and executing reliability and warranty programs. The Contractor will be required to timely provide all factors of production to safely and satisfactorily furnish quality railcars as required by the solicitation. It is envisioned that the 7000 series will be the Authority’s next generation of railcars that will improve safety and security, maximize the passenger capacity and comfort while improving the efficiency and reliability of car systems. Current and leading technology of systems including train control networks with advanced diagnostics, high performance doors, HVAC and AC propulsion systems are desired. The new 7000 series rail car will have a stainless steel fabricated shell for improved maintenance and durability, interior enhancements for added passenger comfort and will operate on the new Dulles rail line and throughout WMATA’s existing system. To take full advantage of updated trainline networks, the new 7000 cars will not operate in revenue service in consists with the existing WMATA railcars, however they will be required to couple. Also, it is envisioned that married pairs will have an A car with a full featured cab and a B car with a reduced Hostler panel for operating in yards and emergencies.
