Description
Notice of Intent to Award Sole Source to Buffalo Computer Graphics Inc. Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando intends to award a Sole Source, Firm-Fixed Price Purchase Order to Buffalo Computer Graphics Inc. This sole source award is based on FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. The Government intends to solicit and negotiate directly with BCG Inc. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, or email. Verifications of receipt of responses are the sole responsibility of the contractor. All information shall be furnished at No cost or obligation to the Government. If no responsive statements are received by 05 Feb 2009, an award shall be made to BCG Inc. The delivery date will be 180 days from time of contract award. Requirement for Radar Display circuit card modification. The requirement is to upgrade the currently installed Radar Display Boards (P/N 10-210703) in all seven fielded training systems, modify eight RDP-149 connection cables (P/N: MJ-B24LPF0008), and seven spare Radar Display Boards (P/N 10-210703). Buffalo Computer Graphics holds the proprietary rights to the product and does not provide the product design drawings and specifications for sale or use by resellers. Specific versions of the Buffalo Computer Graphics PCS-100 computers and Radar Display Board products were used by NAWCTSD and other sub-contractors to develop the simulation software and training capability. The commercial radar used in the Submarine Piloting and Navigation (SPAN) and Reconfigurable Submarine Piloting and Navigation (RSPAN) training systems require an upgrade to support the new commercial radar during the SPAN Phase IV and RSPAN Phase II upgrades scheduled for delivery in April 2009. This required change is mandated by a Technical Engineering Change Request (TECR) issued by the fleet and approved by the NAVSEA sponsor. The new commercial radar (Furuno GP1920) chosen to be replaced on fleet submarines and requires the training systems to be upgraded is not compatible with existing radar simulator (Buffalo Computer Graphics [BCG] PCS-100) that stimulates both the commercial and military radars used in the trainers. A modification to the PCS-100’s Radar Display circuit card is required by the manufacturer (BCG) to make it compatible with the new commercial radar and maintain compatibility with the military radar. The modification will remove compatibility of the Radar Display card to drive the existing commercial radar (Furuno Model 1832), which will be removed from all SPAN and RSPAN trainers. The modification to the radar display circuit card will incorporate the capability to stimulate the new commercial radar (FURUNO GP1920) as well as continued support to stimulate the military radar incorporated into the training system still in use. Work Requirement: Modify and test 7 Spare Radar Display Circuit cards. To be delivered NLT 15 Days after contract award Modify and test 7 installed Radar Display Circuit cards. To be delivered NLT 180 Days after contract award. Modify and test new Furuno GP1920 cables to support Radar Display Circuit Card upgrade. Furuno P/N: MJ-B24LPF0008.
