Description
The FAA has an emerging requirement for a Service Life Extension Program (SLEP) to extend the service life of the current Low Level Wind Shear Alert System (LLWAS). Concurrently, the FAA is considering the viability of newly emerging technology as an alternative approach to provide a requirements solution for LLWAS. As part of the FAA Lifecycle Management Process - Concept and Requirements Definition, the FAA is completing a study of the current wind shear detection systems to determine which systems offer the best compromise of operational supportability, improved reliability, easing maintainability and reducing ownership costs. This market survey will be used to determine the range of vendor interest, experience and capability, and solicit feedback that will aid the FAA in defining the LLWAS requirements and how best to structure an acquisition strategy. The following serve as LLWAS system characteristics interested industry participants are hereby asked to address in their response to this market survey: Extending the service life of the existing LLWAS systems or utilizing an alternative emerging technology, or a combination of SLEP/Emerging Technology system. Providing for improved reliability and easier maintenance over existing system performanceReducing cost of ownership over existing systemUtilizing COTS and non-proprietary, non-COTS hardware and software to the maximum extent possibleUsing an open system architecture that provides seamless portability to next generation technology and maximizes commonality of components between the various LLWAS systemsIf industry provides for an emerging technology approach the requirements solution must address the final development, test, production, delivery, and installation of equipmentIf industry provides a SLEP approach the requirements solution must address the applicable testing requirements Interested venders should send a capabilities statement no longer than 20 pages in length addressing the aforementioned LLWAS system characteristics in addition to the following: Provide a synopsis of experience with LLWAS or similar technologies, with particular focus on system design, modification, and supportProvide a synopsis of experience developing, modifying, or implementing major hardware, software, or firmware in support of LLWAS or other wind shear alert systems Provide a synopsis of experience in updating complex systems for technology insertion Should the FAA proceed to announce its interest in acquiring LLWAS the FAA may decide to set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible economically disadvantaged small businesses that are certified by the small business administration (SBA) for participation in the SBA's 8(a) program.
