- Questions and Answers for aforementioned RFQ Q. Since the submittal is requested in electronic format, are two copies each of the business proposal and the technical proposal needed? A. Only one copy of each is submitted electronically. Q. Is there a preferred or required document format for the submittal? A. No Q. The period of performance for the contract is listed an 39 months, but the major deliverables (seminars) are required to be completed within 24 months of the project inception. Is it acceptable to propose a shorter period of performance (e.g. 27 or 30 months? A. The period of performance for this requirement is 39 months. Q. Are there specific guidelines for cost items required related to what needs to be provided at each workshop such as meals, number of meeting rooms etc.? A. The contractor will determine best way to cover costs. We assume no cost to the Chinese for attendance. Q. Two potential locations of the seminars were ntntioned in the RFP. How definite these locations are? What is the possibility that MEP will require a different location for each of the seminar? A. The fiinal location of the seminars will be decided by the contractor in cooperation with USTDA and the Steering Committee. Offerors should submit their proposal for the best designed seminars in terms of length, size, format, location, etc. Q. Would the physical presence in China requuirement be satisfied by partinering with a local firm in China? A. USTDA prefers that offerors have a local presence in China, through the prime or through a subcontractor, that has the technnical and logistical skills to organize the workshops. This is in the interest of reducing the need for extensive, costly travel to China by the U.S. Contractor. Q. Are Chinese participants tp be chaged a registration fee and if so, what amount? A. Travel costs (hotel, perdiem, etc) for Chinese participants are not expected to be covered by the contractor, not will Chinese participants be expected to pay a registration fee. Q. Are U.S. private sector participants to be charged a registration fee and if so, what amount? A. U.S. companies are envisioned largely as potential presentors and contributors. Should it be determined that there is an interest in having U.S. companies participate, they may be charge an amount to cover their costs and a small fee to cover overhead.
