- Granular monoammonium phosphate fertilizer. Package fertilizer in water resistant bags. Each bag will contain 55 pounds or less of product. Product will be palletized as follows: 25 bags of product (1375 pounds) shall be shrink-wrapped and placed inside bulk-lift air cargo bags. Cargo bags containing shrink-wrapped fertilizer bags will be palletized and secured to pallets with 2 metal bands. Palletized loads will be loaded and secured in a sea-land type container so they do not shift during shipment to ensure that pallets can be unloaded with a fork lift. Fertilizer will be shipped to Sitka, AK via a barge line. Delivery by April 30, 2009. Contractor will contact Maura Santoro at 907-747-4322 to ensure heavy metal content, and packing and loading is as specified prior to shipment. Proper packing is essential. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is considered to be Solicitation AG-0116-S-09-0027 and is being issued as an RFQ (request for quote). This solicitation incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This requirement is not set-aside. NAICS code 424910 is applicable. The small business size standard for this code is: 100 employees. EVALUATION FACTORS: Government anticipates selecting the lowest price quote. SUBMISSION FOR QUOTES Quotes must be submitted no later than 5:00 pm (Alaska Time) on February 10, 2009. Responses may be submitted in hard copy to Diane Woodling, via email to dwoodling@fs.fed.us, or fax 907-747-4344. Quotes must include DUNS Number and Tax Identification Number. APPLICABLE CLAUSES: The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2007) the following clauses are checked as included: 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-13, 52.222-41, 52.222-42. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration and FAR 52.212-3, Offeror Representations and Certifications Commercial Items. All contractors must be registered in the Central Contractor Registration database (CCR) and include a copy of their representations and certifications (ORCA) with their quote unless they have been completed online. All contractors must be registered in the CCR database and provide evidence of compliance with 52.212-3 (ORCA) to be considered for award.
