Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the electric distribution system for the Arizona Air National Guard Base (ANGB) located at Phoenix Sky Harbor International Airport (IAP), to Southwest Gas Co. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. Southwest Gas Co. (Contractor) will assume ownership of the above-mentioned utility system and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The electric system being privatized is described as follows Sky Harbor International Airport is located in Maricopa County in central Arizona, approximately 120 miles northwest of Tucson and 10 miles southeast of Phoenix. Phoenix Sky Harbor International Airport is owned and operated by the City of Phoenix and is home to the 161st Air Refueling Wing. The base is located on the southern end of the airport on a 50 acre parcel with a total of 16 buildings; 2 administrative, and 14 industrial, amounting to approximately 236,000 square feet. Day-to-day activities are managed by a force of approximately 300 full-time personnel. One weekend per month this population swells to more than 800 members during military training assemblies. The base has no residential or transient housing facilities. The Phoenix ANGB natural gas distribution system was constructed in 1999. It enters the base at a single point via a 4-inch line. Natural gas is supplied and distributed at 5 psig. The system is a dead end configuration and consists of approximately 2,400 LF of pipe buried at an average depth of 2.5 feet. There are 9 PE ball valves, 7 regulators, and 7 meters. There are no odorizers, cathodic protection systems, compressed natural gas systems, or propane air systems on base. Base personnel indicate the system capacity is adequate to meet current and future demands. Competitive proposals were requested in 2001 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the system; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
