CONTACT INFORMATION IS ALSO IN THEBODY OF THIS SOLICITATION*************NASA/MSFC has a requirement for the Integration, Testing and Final Delivery of the IONPower Controller.NASA/MSFC intends to purchase the items from Colorado State University on a sole basis.Colorado State University has:(A) Extensive knowledge of different types of ION Sources including low temperaturesources and high-energy particle sources.(B) They have extensive experience in solutions for sputtering and arcing problems thatare inherent to the project.(C)They have completed the first and second phases of this project and are ready tocomplete the third phase which will produce a delivery of the ION Power Controller whichwill include integration and testing.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Denece A. Norris by email, denece.a.norris@nasas.gov or fax(256)961-4753 no later than 4:30 p.m. CST on February 6, 2009.Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
