Description
Sources Sought/Request for Information-Multiple Award Task Order Contract (MATOC) for Levee Gravel Restoration Projects. Task orders issued under this MATOC contract will be located within the four state region of Tennessee, Arkansas, Missouri, and Kentucky. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform an Indefinite Delivery/Indefinite Quantity contract(s). The Government will not pay for any information provided as a result of this market survey. The U. S. Army Engineer District Memphis is planning to solicit a MATOC for Levee Gravel Restoration. A MATOC is an Indefinite Delivery, Indefinite Quantity contract for construction services with multiple awardees. Actual work is awarded through the issuance of task orders. There are some exceptions to this rule, whereby competition may be reduced or task orders are issued non-competitively to one contract holder. The Government anticipates award of one or more contracts under the MATOC to experienced source(s) capable of performing a wide range of construction projects. This contract may also be used to perform work anywhere within the boundaries or assignments of the Mississippi Valley Division (MVD) to support other facilities. The work may consist of the following: Contractors would be required to furnish all plant, labor, materials, and equipment to perform work under a construction contract. The scope of work and authority to perform the work will be accomplished using task orders issued against a resultant contract, executed by the Contracting Officer. The ability and willingness of the contractor to produce a complete and effective work plan and to provide fair and reasonable price proposals in the initial submittal of a requirement is critical to the success of the proposed contracting method. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought synopsis. The Government is requesting interested contractors to furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address. (2) Type of Business (Large Business, Small Business, Small Disadvantaged Business, etc.). (3) Identify servicing Small Business Administration District Office. (4) The geographical span you are capable to perform). (5) State your bonding capacity as of the date of your response. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. (6) Provide no more than ten (10) references, of the most recent and relevant contracts, performed within the last ten (10) years. Include name, address, telephone number, and e-mail address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Contracts must be the same or similar to the work described in this announcement. The interested firms are required to prepare and submit two copies of their qualifications, exhibiting their capabilities, experience, past performance and utilization of Small Business Concerns (if applicable) on projects where they were the Prime contractor. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this requirement is $33.5 million. The estimated cost range for this project has a potential to go up to an amount over $10.0 million over the life of the contract. The U. S. Army Corps of Engineers, Memphis will be the procuring office. Contractors will be required to provide a bid guarantee or bank letter of assurance and if awarded a contract, to provide a performance bond or bank letter of guarantee per Task Order.
