- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. Paper copies of this solicitation will not be issued; offerors are responsible for downloading their own copy of the solicitation and any amendments. All applicable clauses/provisions are included in the attached solicitation document. This procurement is NOT set-aside for small business concerns. Offerors are responsible for reviewing the entire solicitation document. This solicitation is for a base year of 12 months, with (4) 12-month option periods. Offerors will be evaluated on both price and technical factors; technical and past performance, when combined, are approximately equal to cost or price. There are page limitations for proposals as detailed in the solicita! tion. Questions may be emailed to the contract specialist at karyn.bryan@navy.mil. Offers are due by 5:00 P.M. EST on 13 February 2009. Mail proposals to: NAVFAC Atlantic, Acquisition Dept., Attn. Karyn Bryan, 6506 Hampton Blvd., Norfolk, VA 23508-1278. Emailed proposals may be accepted depending upon the size of the document; contact contract specialist prior to emailing. Other information: All interested parties must be registered in the Central Contractor Registration (www.ccr.gov) prior to award, and The Wide Area Work Flow (WAWF) electronic invoicing system within 10 days of award. WAWF instructions will be included in the solicitation.
