Description
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to issue a Request for Quotation W9127N-09-Q-0010 for Notetaker Services for Wana Pa Koot Koot Meetings. The Wana Pa Koot Koot Cultural Resources Cooperating group (WPKK) is composed of the Corps of Engineers, Bonneville Power Administration (BPA), Nez Perce Tribe, Umatilla Tribe, Warm Springs Tribe, Yakama Tribe, Oregon State Historic Preservation Office, Washington State Historic Preservation Office and other individuals/agencies. The purpose of the cooperating group is to manage historic and archeological sites within Bonneville, The Dalles and John Day Projects with funding provided jointly by the Corps and BPA. This group generally meets on a monthly basis. Meetings are lengthy and much information is presented, considered and voted upon. Therefore, accurate documentation of the meeting proceedings is needed for the administrative record. The notetaker will be required to: Attend meetings and take meeting notes, prepare draft and final minutes documenting tribal coordination meetings. This expertise will be used during Wanpa Koot Koot general and technical meetings. Minutes or notes are to be summary in nature, not verbatim. Notetaker must be able to accurately capture the main points of each speaker without the use of recording devices. General meetings normally are 6-8 hours in length, one day per month, with 12 meetings held during the year. Attendance at the monthly meeting varies from 10 to 15 people. These meetings generally update project activities carried out by the group or individual group members. The Government does reserve the right to cancel or not hold a meeting; Planning/technical meetings are less frequent than general meetings, usually four technical meetings are held during the year. Five to eight people usually attend technical meetings. At these meetings discussion is focused on one or two specific topics and generally suggest a future plan, project or course of action. Spreadsheets may be prepared at these meetings to estimate costs or provide other quantitative information. Must be experienced with tribal groups. The tribes listed above play a major decision making role in this group. The notetaker must be aware of sensitive issues and conduct business with respect and consideration of cultural beliefs be familiar with technical terminology, dealing with archaeology, history, ethnohistory and federal regulations. The contractor must have sufficient expertise in Microsoft Excel that they can: a. Prepare spreadsheets documenting project costs and b. Modify spreadsheets updating project costs. Availability to travel to meeting location, monthly meetings are held in Portland, Hood River, Warm Springs and Pendleton, Oregon; Toppenish, Washington; and Lapwai, Idaho. The group may select other locations within the general area. Meeting locations are determined 1-2 months in advance. Travel to meetings outside of Portland. If a meeting requires an overnight stay the contractor will be reimbursed at Government rates for necessary travel expenses. These may include mileage for driving a personal vehicle, air travel, or daily per diem. No travel costs will be paid for meetings held in Portland, Oregon. Must prepare draft versions of meeting notes for distribution and comments by the WPKK group. Drafts will be distributed electronically. Comments will be supplied to the contractor electronically. Must incorporate requested revisions into a final draft which will be accepted by the group at the following monthly meeting. Upon acceptance of notes, the contractor will prepare a final copy for distribution to the attendees. Preparation of draft and final meeting notes shall be completed within a specified time schedule. Draft minutes shall be due 14 calendar days (2 weeks) after meeting dates. The contractor shall submit by email draft minutes to Wanpa Koot Koot attendees using an email list provided by the Portland Districts Technical representative or alternate. Wanpa Koot Koot members will have two weeks to review draft minutes and provide comments to the notetaker. From the provided comments the notetaker will correct the draft and provide final notes to the cooperating work group. Final notes shall be due approximately 30 days after the distribution of draft minutes to the Wanpa Koot Koot working group. Contractor will work directly with a Corps of Engineers Point of Contact in order to facilitate completion and distribution of meeting notes. RFQ will be available on or about January 22, 2009. Tentative due date is February 22, 2009. This procurement is 100% set aside for small business concerns. The NAICS Code is 561410 and the small business size standard is 6.5 million. In addition, in order to do business with the Department of Defense contractors must enroll on the Central Contracting Register (CCR) www.ccr.gov.
