Description
(Numbered Note 22 – “Underline Note 22 if this is a noncompetitive actions”) The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-05-G-0026 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis to allow for studies in support of the P-8A aircraft. This order will provide planning and analysis required to integrate acoustics, communication and sensor mission system upgrades into the baseline P-8A aircraft weapon system. The contract action requires expertise in P-8A engineering, integration and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail or facsimile to the attention of Duane Drury using the contract information provided in this synopsis.
