Description
Sources sought for 8(a), Service Disabled Veteran-Owned, HUBzone, and Small Business Set-Aside concerns. The U.S. Department of Housing and Urban Development (HUD) has a requirement for real estate property sales Closing Agent Services on HUD-owned single-family properties located in the State of Wisconsin. The North American Classification System (NAICS) Code is 541191, Title Abstract and Settlement Offices, and the size standard is $7 million. The objectives sought from the proposed draft performance based work statement are: 1) Ensure HUD’s interests are proactively represented at the sales closing; 2) Ensure the transaction is closed as soon as possible after signing of the sales contract; 3) Ensure closing is held within 50 miles of the subject property; and 4) Ensure HUD funds received are accurately and timely provided to the U.S. Treasury; 5) Ensure the closings are accomplished with error-free closing documents, and 6) Ensure the Deed is properly recorded in the buyer’s name. A draft performance based work statement is attached. The contractor is required to establish and maintain a fully staffed, equipped and supplied office in the geographic area of the contract (State of Wisconsin) and provide all necessary facilities, material, supplies, equipment, supervision and personnel to perform the real estate closing services as required in the performance work statement. The estimated annual number of closings for Wisconsin is 500. The period of performance for the base year is anticipated to be 7/1/2009 through 6/30/2010 with four (4) one year option periods. Mandatory required information: Interested parties shall provide information on five closing agent service contracts for the same or similar services, size and complexity to this proposed effort. The services shall be within the last three years. The information required is a description of the service contract in sufficient detail to convey the company name, type of service, size, complexity, place of performance, and a current (reachable) point-of-contact consisting of the person’s name, phone number, title and company name. All contact information shall be current; references that include contact information that is not current will not be considered. Also provide additional information concerning your company such as breadth of experience, office locations, subcontracting arrangements, small business category, etc. The submittal is limited to a total of 10 pages of information. Pages submitted above this number will not be considered. Interested 8(a), Service Disabled Veteran Owned, HUBzone, and small business concerns need to respond to this inquiry by January 26, 2009 at 4:00 pm MST with the information listed below. The information provided will be used to determine if the requirement should be set-aside for one of the identified small business categories. Failure to provide the mandatory required information in order for a preliminary assessment to be made will result in the effort being advertised for other types of competition. No solicitation document exists at this time. Therefore, requests for such documents without the mandatory requested information being provided will be considered non-responsive and no further consideration will be made. This notice may represent the Government’s only official notice of this procurement.
