- Description
- The National Institute of Standards and Technology (NIST) intends to award a sole source simplified acquisition to Instron 825 University Avenue, Norwood, MA 02062-2643, under the authority of FAR Subsection 13.106-1(b). Bluehill software is designed to integrate and control the unique hardware configuration in NIST’s existing Instron 5800 mechanical testing system. Bluehill 2 is an upgrade to the current Instron Control Software package. Because it must match NIST’s specific hardware configuration exactly, the new package must be installed and calibrated by Instron technical personnel. Additionally, Instron is the designer, manufacturer, holder of all copyrights, and sole supplier for the Instron Bluehill 2 Materials Testing software for Instron test systems. Furthermore, Instron is the exclusive distributor of Bluehill software for Instron test systems. The product must be purchased directly from Instron. Any interested party may submit, in writing, their capability statement to respond to this requirement; information received on or before January 27, 2009, will be considered by the Government. However, a determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes.
