- This public announcement is being issued as required by and in accordance with Office of Management and Budget (OMB) Circular A-76 (Revised May 29, 2003). The Department of Veterans Affairs (VA) is publicly announcing the results of a streamlined competition for the hosting and operational maintenance of the Integrated Financial Accounting System (IFAS). The IFAS is a component of the Financial and Logistics Integrated Technology Enterprise (FLITE) Program and will provide VA a solution for a compliant integrated financial management system. The VA Competitive Sourcing Official for the IFAS Project is the Assistant Secretary for the Office of Policy and Planning and the Agency Tender Official (ATO) is the VA FLITE Program Director, Ms. Leslie Abbott. The Contracting Officer for the IFAS Project acquisition is Mr. Cory Price. VA has completed a streamlined competition study for the IFAS requirement in accordance with OMB Circular A-76. On December 10, 2008, the Streamlined Competition Form (SLCF) was certified by VA, indicating the study completion. As a result of this decision and in accordance with OMB's Financial Management Line of Business (FMLoB) guidance, VA will be issuing a solicitation for public-private sector proposals and a single private/public sector offeror will be selected to perform the hosting and operational maintenance services. In accordance with the revised OMB Circular A-76, no party may contest any aspect of this streamlined competition.
