Description
The following additional questions and supplemental answers are provided for all potential offerors for the FedRooms Program. 1. RFP Page 4, Paragraph q requires that the “Contractor shall obtain and make available to distribution channels the hotel property’s ‘green criteria’ for environmentally friendly measures in the lodging sector... for travelers’ to consider in selecting a FedRooms property.” Please define “distribution channels” and clarify what is expected here on the part of the Contractor? We ask because the hotels enter information on green initiatives in their property descriptions available through the GDS. A. GSA would like the vendor’s proposal to address the current industry practice(s) on how hotels communicate their environmentally friendly initiatives to customers through the various distributions channels in which FedRooms rates are to be available. 2. RFP Page 8, Item D., Performance Measures, requires the contractor to include a quality assurance plan including the following Performance Measure: “1. Timeliness of rate loading in all GDSs.” The contractor has not control over timeliness as this function is performed by hoteliers. What does the government expect here? A. GSA would like the vendors’ proposal to address current industry best practices on the timeliness of program rate loading in all major GDSs as a benchmark for how much time our program hotels shall have to load rates after they receive notification from the vendor that they are accepted into the lodging program. 3. RFP Page 8, Item D., Performance Measures, requires the contractor to include a quality assurance plan including the following Performance Measure: “3. Demonstrated savings of FedRooms utilization compared to industry benchmarks.” To our knowledge, there are no industry benchmarks that would be applicable. Please define exactly to which “industry benchmarks” the government is referring? A. GSA would like the vendors’ proposal to suggest what industry benchmarks are most appropriate to compare program utilization based on the size and scope of the governmentwide lodging program. If no benchmarks exist, please address in your proposal. 4. RFP Page 8, Item D., Performance Measures, requires the contractor to include a quality assurance plan including the following Performance Measure: “4. Percentage discount of FedRooms rates off the top 100 Business Travel News U.S. city per diems.” While this in itself seems reasonable, RFP Page 10, Item c.iii requires a plan to “rate benchmarking to demonstrate savings under FedRooms versus corporate rates, per diem rates, best available rates and other appropriate benchmarks.” Performing constant research to track and report benchmarking against corporate rates, best available rates and other rates that may be offered by hoteliers is excessively expensive and highly problematic. Would the government consider removing these benchmarks from the requirement to ensure that contractor costs do not exceed the benefits of providing this program? A. Yes. GSA would collaborate with the vendor to decide which benchmark is best to show the percentage discount in an effort to provide program effectiveness and validation. 5. RFP Page 8, Item D., Performance Measures, requires the contractor to include a quality assurance plan including the following Performance Measure: “6. Number of rooms available in each non-standard area s defined by GSA’s domestic per diem rates...” As FedRooms is not a “blocked room” program, please clarify what is expected here? A. GSA would like to know how many rooms are represented by our program hotels in the top travel destinations defined by the domestic per diem rates in the Continental United States. This may be approximately 400 non-standard destinations based on the FY09 per diem rates. 6. RFP Page 10, Item c.v. requires that the contractor track and report customer satisfaction results on “number of room-nights available at each location.” Please advise how the government believes that customers would know the actual number of room nights available at each property so that the contractor could report on such information? A. Same answer as #5.
