- File Name: As you are aware DSCP will be rolling out the Manufacturing Pricing Agreement for the Subsistence Prime Vendor (outside Continental United States) OCONUS Program in approximately 12 months. There are four Prime Vendor solicitations issued to reflect the new MPA pricing criteria (See fed business opportunities https://www.fbo.gov for additional information on those solicitations or The DLA Internet Bid Board System (DIBBS https://www.dibbs.bsm.dla.mil/). It is pertinent that you have an MPA to conduct business in OCONUS with DSCP in the near future. Don’t miss your opportunity to acquire an MPA. Take the time to make an appointment to execute the MPA at your earliest opportunity with the Contracting Officer- Joanne Bonese -- joanne.bonese@dla.mil at 215 737 2913 .
