Description
The 804th Maintenance Squadron (MXS) located at Arnold Engineering Development Center is requesting information from industry to assist in the planning for the refurbishment/ replacement of a feed water heat exchanger for the High Temperature Laboratory's arc heaters. The feed water heat exchanger shall meet or exceed the abilities of the currently installed feed water heat exchanger. AEDC relies upon the arc heaters to test materials in rigorous aerothermal and structural demands and to reproduce thermal environments. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication the US Air Force (AF) or 804 MXS will contract for the items contained in the RFI. 804 MXS will not pay respondents for information provided in response to this RFI. 3. This RFI is part of a Government market research effort to determine industry capabilities to produce a feed water heat exchanger that matches the specifications for the currently installed heat exchanger. CONDITIONS: The heat exchanger shall be a tube and shell design, with the current shell and channel flange in place being used, if practicable. The shell side shall be untreated cooling water while the tube side is treated water. See Table 1 for performance specifications. Table 1. (Corrected) 104.36 Transfer Rate- Service 321 The shell and channel may be provided by the AEDC. The tubes will need to be fabricated and then installed in the channel to create the bundle. See Table 2 for construction specifications. Table 2. Heat Exchanger Construction Specifications SHELL TUBES Material Steel 304 SS Length ft. 24' 4 ½" 23' 6" O.D. in. 20 ⅜" ⅝" Material Thickness in. 1 ⅛".095" The heat exchanger will require a total of 181 stainless steel tubes, supported by 20 ⅜" diameter, stainless steel tube sheets. The tubes may be installed by a swedging or similar method, but cannot be installed by welding. Please see attachments for additional specifications. Attachment 1 contains specifications from the original heat exchanger installed in 1964. Attachment 2 contains specifications for the currently installed heat exchanger bundle. Attachment 3 contains a photograph of the original heat exchanger as removed from the shell. Respondents to this RFI should describe their ability to meet and/or exceed the requirement. Respondents should address the following: 1. Your companys capability of providing a feed water heat exchanger. 2. Companys past experience in building similar heat exchangers. How many and when. 3. Estimated timeframe for delivery after contract award. Responses should include name and addresss of firm, size of business, whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman owned. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All copies must be clearly labeled Proprietary/Competition Sensitive if applicable. Proprietary/Competition Sensitive information will be protected from disclosure.
