Description
The U.S. Army Corps of Engineers, Europe District, is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, Anti-Terrorism, Force Protection (ATFP), and Access Control Points (ACP) for U.S. facilities primarily located in Germany, Belgium, and the Netherlands. Work in countries other than Germany may require specific country requirements which will be addressed when ordering individual Task Orders. This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) construction contract to provide a vehicle for construction services and installation of Anti-Terrorism/Force Protection (ATFP) measures including, but not limited to, installation of physical force protection measures, including; fencing, vehicle barriers, security lighting, surveillance systems, physical barriers, and blast and splinter window protection. In addition work related to Access Control Points (ACP) is anticipated, which work includes but is not limited to, inclusive of structures, equipment, and site improvements in the vicinity of installation access gates including; roadways, gatehouses, guard shelters, traffic control devices, search areas, corridor barriers, electronic security systems, security monitoring and access control systems, windows and window treatments, physical barriers (vehicle), blast protection/mitigation measures for all of the U. S. facilities located under the jurisdiction of this contract. This includes general construction supporting these activities (electrical, mechanical, concrete/asphalt road pavements, and civil disciplines). The work performed under these contract documents shall consist of providing all facilities, plans, labor, transportation, materials, equipment, and the performance of all work necessary to construct and install ATFP and ACP project work. The solicitation will be used to award one IDIQ JOC contract. The award of the contract will be made on Best Value (Technical/Cost Trade-offs) to the Government. The contracts will include a base period and include one (1) option period, periods are 365 days each. The estimated contract value is $7,495,000 per year for a total price of $14,990,000. Compensation for the base contract period includes compensation for the Governments right to extend the term of the contract under the contract options. The plans and specifications for this solicitation will be issued free of charge by downloading electronically from a designated website. The website will be provided to all interested offerors at a later date. Paper hard copies of the solicitation, plans and specifications will not be provided. It is the offeror's responsibility to ensure they have received any subsequent amendments, if any. Prospective Offerors must be able to obtain a Bank Letter of Assurance in order to be considered for the award. All qualified and responsible sources may submit a proposal and will be considered for the award. Offerors shall determine whether performance requires registration with German and non-German authorities or authorization to do business in Germany and other countries and shall comply with all local requirements.
