Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Step Design/Build selection procedures. This procurement will result in the award of a firm fixed-price design/build construction contract. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. These projects are for quality of life (QOL) improvements for permanent base personnel and enduring DON missions. They are not in support of the detainee mission at Naval Station Guantanamo Bay. This project is for the Design and Construction of Housing at West and Center Bargo Housing, Granadillo Point and Granadillo Circle Housing areas (a total of 146 housing units at 250,186 Square Feet) and expansion and renovation of the Navy Fitness Center, Naval Base Guantanamo Bay, Cuba. The intent of this project is to replace existing housing with new hurricane proof, energy efficient, sustainable Housing, and to expand and renovate the Navy Fitness Center to upgrade the facility to meet installation needs. This procurement is a contract to budget project. The budget amount to accomplish the design and construction for this project is $74,284,000.00 with a design and construction schedule of approximately 910 days from the date of contact award. The liquidated damages for the project are $36,142.00 per calendar day of delay. The NAICS for this procurement is 236116 with a size standard of $31,000,000.00. This will be an electronic solicitation, which can be downloaded from NECO website at https://www.neco.navy.mil/., under "Business Opportunities" Please be sure to register for NAVFAC'S UIC N69450, to receive notification of amendments. Also, register on the Planholder's list for this project. Planholder's list on a Two-Phase solicitation may only be available during Phase I. Please ensure you print or download the Planholder's List prior to the solicitatation moving into Phase II. The Phase I Solicitation will be available on or about 29 January 2009. Phase I Proposals will be due on or about 03 March 2009. The solicitation package will give exact dates. There will not be a Pre-Proposal Conference/Site Visit during Phase I.
