- The Internal Revenue Service (IRS) intends to negotiate, on a sole source basis, a contract with DynaTouch Corporation, 9901 Broadway, San Antonio, TX 78217-4916, for continued software update, maintenance, and repair or replacement to 5 touch response kiosk machines under the authority of FAR Part 13.106-1(b). DynaTouch Corporation developed and owns the proprietary software, content modules and patented rights to the software installed in kiosk machines purchased by IRS. It centrally manages the kiosks with a branded identity that has been trademarked by Dynatouch Corporation. IRS kiosks are stand-alone information systems that provide customers with simple, self-assisted service without the assistance or guidance of a face-to-face assistor. All the kiosks provide current and prior year Federal tax forms and answers to many frequently asked questions in English and other languages, or, where permitted, offer state tax information. The service is for a base period from time of award to 12/31/2009 plus two 12-month option periods. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet IRS needs. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by IRS not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of IRS.
